The agenda was approved.

Glenn Austin indicated that the NWS was preparing an initiative for freshwater flooding associated with hurricanes. There was a hurricane conference in Biloxi Mississippi. Tom Yorke indicated that USGS was supporting restoration efforts in Nicaragua and Honduras after hurricane Mitch. They will be involved in providing GIS data, streamgaging activities, and advising on housing relocation and reconstruction. Don Woodward indicated that NRCS also was involved in the restoration effort in these countries with the idea of developing conservation corps to restore local water distributions systems.

Tom Yorke indicated that the Streamgaging Task Force of ACWI was active and in the data collection phase. The membership was about 20 from both the federal and non-federal sectors.

There was some discussion about the lack of representation from various organizations. It was noted that FWHA has decided not to have a representative. Numerous organizations have submitted applications but were not at the meeting, BLM, ARS, NSF, FS, EPA, and ASCE. It was agreed that a special effort would be made to remind all groups of the next meeting. There was an agreement that a special effort would be made by all members to get new members and each would contact outside group to invite them to the next meeting. Formal membership would require an application letter to the Chair.

Glenn Austin agreed to be the Vice-Chair. No one agreed to serve as Chair.

Don Woodward agreed to continue as temporary Chair.

It was agreed to recharter the Flood Flow Frequency Work Group. The Chair was directed to advise the work group with two specific suggestions on future activities of the work group. The two suggestions are (1) development of a training session for the non-federal sector and (2) development of procedures for ungaged areas. There also was a need to establish specific goals and have the work group report on a regular basis.

Jim Thomas had asked people in BOR to furnish thoughts about future work topics for SOH and copies of the material are enclosed for your use.

The schedule for future meeting is

  April 8, 1999
  July 15, 1999
  Oct 14, 1999

It was agreed to try to arrange a time that would be advantageous for all members.
