  1. Review of the Agenda and time schedule

    The agenda was approved.

  2. Introduction of members and guests

    People introduced themselves and announced whom they represented.

  3. New Members were introduced including Max Copenhagen from the Forest Service, Jean Steiner from USDA-ARS, and David Wells from EPA.

  4. Approval of minutes of January meeting

    The Subcommittee approved the January 2001 minutes.

  5. Review Activities and Accomplishments of Working Groups

    -Report of the Modeling Work Group

    Ming Tseng reported on the hydrologic modeling work group.The group held teleconferences on 2/14 and 3/15 to discuss location of next year's interagency modeling conference. Search group went to Reno, Las Vegas, and Colorado Springs. The group selected Las Vegas and will hold the conference at the Riviera Hotel from July 28 to August 1, 2002. The group is looking for volunteers to help set up the conference and various committees.

    The proceedings from the 2001 conference will be posed to the web soon.

    -Report of Hydrologic Frequency Analysis Work Group

    The workgroup met the previous day and held elections for chair and vice-chair. Will Thomas was selected as the new Chair of the workgroup Rocky Durrans was elected vice-Chair

    The Bulletin 17B frequently asked questions (FAQs) is in progress.

    The regulated flow issue has been delayed. Rocky Durran volunteered to prepare a white paper to refine the scope of the issue.

    The meeting included participants by teleconference for those not able to travel. This worked well.

    Will Thomas and Martin Becker discussed the Terms of Reference (TOR) for the workgroup in regard to voting on issues and elections. This will be revisited again within the workgroup for possible revision of the TOR.

  6. ACWI Annual Meeting

    The annual meeting is on May 14-15 at the ASCE building in Reston, VA.

    Glenn Austin will be presenting for the subcommittee and requested input from the group. Glenn will provide a copy of his presentation to the subcommittee and report back at the next meeting.

  7. Announcements

    Jean Steiner - Reported that David Farrell retired and ARS will have several reps sharing meeting attendance. There is an ongoing external review of hydrology programs. There is a working group of scientists working on various white papers on the state of the art in photogrametry.

    Mike Grimm - Reported that a proposed rule for the use of "future conditions hydrology" is expected in the very near future. Also reported that FEMA's mapping specifications, including hydrology guidelines, are being updated and revised.

    Jon Werner - Reported that Don Woodward will retire in July. There is work toward updating hydrology manuals (NEH-4). There is work on the modernization of TR-20/55 to Windows format. The agency is looking at again infrastructure issues. Is a participating member on the TP-40 update.

    Bob Swain - Reported that there is a Dam Safety conference in Jackson, WY.

    Will Thomas - Reported that the ASFPM conference is scheduled for Charlotte, NC June 3-8.

    Gene Stallings - Since the last Hydrology Subcommittee meeting, I represented the National Hydrologic Warning Council at two important meetings on operational hydrology. First, interstate council on Water Policy/USGS Roundtable/Streamgaging Workshop in Washington, D.C. The need for a national streamgaging network was addressed. The need for basic data to respond to our Agency's missions was stressed. The NHWC supports the effort. Second, at the NOAA Constituent Workshop in Washington, D.C. I pointed out the importance for the NWS to enhance its products to the user and to continue its existing partnerships and improve these in the future. Increased AHPS implementation was also mentioned at the Workshop. I will be attending the Conference on Flood Warning Systems, Technologies and Preparedness in Columbus to brief the National Hydrologic Warning Council members on activities of the Hydrology Subcommittee.

    Eric Janes - Reported that there is a National Watershed Forum in Crystal City VA June 27-29. There is a Colorado River Basin forum on May 17. The BLM is in a 5-year program to update aging resource management plans.

    Mike Norris - Reported that the National Streamflow Information workshops are in St. Louis and Orlando. The USGS budget was proposed to be cut about 22% for the water division.

    Davis Wells - Reported that there is an ongoing modeling guideline development project. The basin software new release should be within the next 2 months that includes arcview/GIS interface.

    Ming Tseng - Reported that the USACE Engineering and Constructions Division is moving back to D.C., headquarters at 441 G. Street NW 20314. Stated that many senior H&H experts have retired and the agency is doing a "capability assessment". Reported that the Mississippi flood study is not completed yet.

    Max Copenhagen - Reported that Dale Bosworth is the new Chief. Reported there is new groundwater policy pending. Is looking for interagency involvement in burned area rehab teams. Agency is entering into an agreement with USGSfor national hydrogeographic data layer

    Glenn Austin - Reported on new National Weather Service products a result of Hurricane Floyd. Recently joined USGS for a joint presentation on flooding on Capitol Hill.
