  1. Review of the Agenda and time schedule

    The agenda shown above was approved.

  2. Introduction of members and guests

    People introduced themselves and announced whom they represented.

  3. New Members were introduced including Steve Nelson (NSF) and Tom Zembrzuski (USGS)

    Glenn noted that EPA and Forest Service representation is still needed.

  4. Approval of minutes of October meeting

    The Subcommittee approved the October 2000 minutes.

  5. Review Activities and Accomplishments of Working Groups

    ­Report of the Modeling Work Group

    Don Frevert and Ming Tseng reported on the hydrologic modeling work group. The modeling workshop held on November 8 and 9, 2000 was a success. The workshop was held at the Sheraton Hotel in Tucson, AZ. The purpose of the workshop was to scope out issues for the 2002 Conference. Arlen Feldman is taking over as chair of the task group for the 2002 conference. A summary of the workshop will be sent to the subcommittee [ACTION] Any suggestions for the conference should be emailed to Don.

    ­ Report of Hydrologic Frequency Analysis Work Group

    Martin Becker reported on the activities of the frequency analysis work group. Members have been communicating by email to work on the three major tasks of the work group.

    The work group continues to discuss the guidance for estimating discharges in ungaged areas. Will Thomas, Mike Grimm, and Rick McCuen have completed a new draft position paper for the purpose of focusing the issue.The final draft was distributed to the workgroup on 1-22-01 for review and comment. After comments are received and revisions are made, the position paper will be forwarded to the subcommittee [ACTION].

    Martin also discussed the future of the workgroup specifically with regard to if the group will address fundtional issues for which the public can attach a benefit.

    The workgroup will formally elect a new chair at the next meeting in May [ACTION].

    The Bulletin 17B frequently asked questions (FAQs) has not had any progress.

  6. New Directions for the SOH

    Glenn proposed to the group that a discussion of the current role and possible new directions of the SOH be held. We went around the room for ideas. Ideas were as follows;

    1. -for inter-agency coordination
    2. -for oversight of subgroups and identification of issues
    3. -look out for large issues that need support, i.e., Interstate Council on Water Policy
    4. -get broader participation from those affected early on
    5. -must establish completion of projections by subgroups
    6. -suggested to look at recent ASFPM report on floodplain management in U.S. for new ideas for SOH
    7. -share websites
    8. -come up with examples of interagency effectiveness to share with respective upper management
  7. Electronic Clearinghouse water.gov domain

    Glenn continued the discussion from the last meeting of having an electronic clearinghouse of water information at www.water.gov domain

    It was agreed that a subgroup be formed [ACTION]. Send email to Tom Dietrich to identify agency representatives. Everyone was also requested to provide example websites of what their respective agency is involved in with respect to hydrology and water resources.

  8. Announcements

    Tom Z (USGS) -A USGS Fact Sheet relating to the National Streamflow Information Program is being distributed to a wide circle of constituents. The USGS will be asking for comments. The USGS is looking for agency representatives on the stream gaging task group and names can be provided to Tom Z. USGS is planning four workshops on the stream-gaging program with the first scheduled for Feb. 14-15, 2001 in Washington DC.

    Bill Merkel (NRCS) - [ACTION] Recommended the chair invite an expert to discuss Global Climate, Water and Atmospheric Change activities at a future meeting.

    Will Thomas announced the following meetings

    • ACWI meeting is May 16-17, 2001.
    • ASFPM annual meeting in Charlotte, NC on June 3-8, 2001

    Doug James announced

    • National Water Quality Monitoring Council National meeting in Austin, TX is scheduled for April 25-27

    Glenn Austin (NWS) - A master list of DCPs for the USGS listing where the NWS requests 1 hour readings is about halfway completed.

  10. The next SOH meeting will be held on Thursday, May 3rd, 2001, 10:00 - 12:30 p.m in Silver Spring, MD in room 14316 at the National Weather Service Headquarters (NWSH), Silver Spring, MD, 1325 East-West Highway, Silver Spring, MD

    The Hydrologic Frequency Analysis Workgroup will meet the day prior on Wednesday, May 2, 2001 from 12:30pm until ? The meeting will be held in Washington, DC at 401 Ninth St, NW - suite 1000. This is located about two blocks from the Gallery Place/Chinatown metro station (red line).

The meeting was adjourned at 12:30 PM.
