The meeting was held in room 7000B of the Interior Building. Tom Yorke, Chairman, called the meeting to order at 9:30 am. The following members and guest attended the meeting:

The Chairman called for a review of the agenda, which was accepted without changes.

Minutes of the July 15, 1999 meeting were approved with one minor change.

Tom Yorke distributed list of members to check for the accuracy of members, addresses, telephone numbers and email addresses.

At the next meeting 2 new members will have voting privileges: the Federal Highway Administration (FHWA) and the National Hydrologic Warning Council (NHWC).

Ron Spath, FERC, has retired and will no longer participate in the Subcommittee. Tom Yorke has an action item to seek a replacement for Ron on the Subcommittee.

Don Frevert, BOR, presented the findings and recommendations of the task group on Hydrologic Modeling. The next milepost for the task group is to meet on November 4, 1999, to agree on objectives, prioritize those objectives and make assignments of leads for each objective. Ming Tseng will take the lead in organizing the next meeting. A workshop is planned for November 2000 and a Hydrologic Modeling Conference is planned for 2002. The question of linking their efforts with water quality modeling was presented and discussed. As a result of the discussion a strong effort is going to be made to get EPA to take an active part in the work group.

Martin Becker and Don Woodward presented the revised Terms of Reference for the Hydrologic Frequency Analysis Work Group to the Subcommittee. They also discussed other suggested changes that were considered but not included in the revision. The Subcommittee discussed each change and each suggestion that was not recommended as a revision. The Subcommittee made four additional substantive revisions. In section IIB, "guidelines" was added after "regulations" in the last sentence. In section IIID, ", in person or by teleconference," was inserted in the first sentence after "attend". In Section IVC3, "included in the final" was replaced by "forwarded along with". In section IVD, "read at the discretion of the chair" was replaced by "distributed during the meeting". With the indicated revisions, the Subcommittee approved the Terms of Reference without dissent.

Don Woodward and Martin Becker also presented their recommendations for members and priorities of the Frequency Analysis Work Group, which were submitted to the Subcommittee in a letter to the Chairman dated September 27, 1999. After discussion and some minor wording changes, it was agreed that the Work Group would concentrate on the first two priorities: developing Frequently Asked Questions and Answers (FAQs) for the implementation of the Bulletin 17B guidelines; and preparing guidance for selecting the most appropriate methodology to use in ungaged areas for streamflow frequency computations. The third priority referred to the Work Group was the development of methodology for frequency of regulated flows; the Work Group was requested to provide a draft position paper on this topic by October 2000. Members of the Work Group that will work on priorities 1 and 2 will be selected by the end of October 1999. Bill Lane, USBR retired, was recommended for membership.

Martin Becker requested that the Subcommittee consider holding meetings in the afternoon instead of morning. No member objected and the Chairman agreed to schedule the next meeting for 1:00 pm on January 20, 2000.

Tom Yorke requested that the Subcommittee review and provide comments on the proposed goals for a National streamgaging network that were distributed at a previous meeting. The Streamgaging Task Force of ACWI will be evaluating the streamgaging stations operated by the USGS and other organizations based these goals and making recommendations about changes in the network. This is your opportunity for input.

Suggested agenda items for the next meeting included real-time precipitation data and dam removals.
