April 25, 2002

The meeting was held at the National Weather Service Headquarters (NWSH),  Silver Spring, MD,  1325 East-West Highway, Silver Spring, MD

  1. Review of the Agenda and time schedule

    The agenda was approved

  2. Introduction of members and guests

    People introduced themselves and announced whom they represented.

  3. New members were introduced. Don Woodward and Ken Gorton were introduced on behalf of American Forests. Don will be the representative and Ken the alternate. American Forests will become a member effective in July 2002.

  4. Approval of minutes of January 2002 meeting

    The Subcommittee approved the January 2002 minutes with minor edits. .

  5. Summary of 2002 ACWI meeting.

    -Glenn Austin and Mike Grimm attended the 2002 ACWI meeting in Reston. The agenda and key topics were discussed. Glenn presented the annual report of the SOH. It was noted that many topics pertained primarily to water quality issues at the meeting

  6. Who's Going to Vegas?

    -The SOH was asked who would be traveling to Las Vegas in July to attend the Hydrologic Modeling conference. About 7 members said they would attend. The SOH will have the next meeting at the conference as a Monday breakfast meeting on July 29th..

  7. Report of the Modeling Conference Work Group

    The Hydrologic Modeling conference is scheduled for July 28-August 1, 2002 at the Hotel Riviera in Las Vegas. There are short courses and tours as well. There is space available for exhibitors. About 400 attendees are expected.

  8. Nomination of new Vice-Chair

    -Glenn explained that the Vice Chair has a 2-year tenure and then becomes Chair. Glenn proposed that the SOH have ongoing nominations though July 1st and be sent to Glenn by email. Glenn will send out the nomination list on or about July 2. Voting by email can occur through July 24. Final tally of votes will occur at the July 29 SOH meeting in Las Vegas.

  9. Policy recommended for Work Groups

    -Martin Becker discussed and proposed a policy for the workgroups formed by the SOH in regard to recommendations and "minority opinions" as outlined in the Terms of Reference for the Flood Frequency workgroup. There was concern that posting both the workgroup recommendation (i.e., recent posting of ungaged paper) as well as the minority report may cause confusion.

    -The proposal outlined three actions that the SOH when a workgroup submits a topic/paper for consideration. 1) accept the workgroup recommendation, 2) accept the minority report, 3)send both back to workgroup for revisions. Martin moved for adoption by the SOH of this process. The SOH agreed to this approach.

    -It was also proposed that the Frequency Workgroup provide a response for the minority report prepared in response to the Ungaged Watershed paper by Thomas, Grimm, and McCuen.

    -Martin moved that the recommendations in the Thomas et al paper be adopted. The SOH agreed.

    -The final paper will remain on the web page and the minority report will be removed from the web page.

  10. Announcements

    -Defenders of Property Rights - HUD is trying to issue guidelines to change zoning ordinanaces. For more info go to www.yourpropertyrights.org.

    American Forests -Version 5.0 of "City Green" software is available..

    EPA - discussed issues related to point locations of drinking water supply in relation to homeland security.

    NRCS - A new windows version of TR-55 will be available in July 2002.

    USBR - The USBR will celebrate its centennial at the Hoover Dam on June 17. A history symposium will also be occurring on the 18-19th at UNLV.

    FEMA - discussed the proposed $351 million FY03 budget for Map Modernization.

    FERC - will sponsored the "International Workshop for Emergency Preparedness at Dams", April 16-18, 2002, in Niagara Falls. FERC is working on a policy for use of updated PMP values.

    NHWC - Alert Flows meeting will be held in Philadelphia in May. Provided a handout called "Use and Benefits of the National Weather Service River and Flood Forecasts".

    NWS - mentioned that a new brochure on partnerships is available on the NWS webage.

  12. Next meeting is July 29, 2002 in Las Vegas to coincide with the Hydrologic Modeling Conference.
