MINUTES

January 10, 2002

The meeting was held at the National Weather Service Headquarters (NWSH), Silver Spring, MD,
1325 East-West Highway, Silver Spring, MD

  1. Review of the Agenda and time schedule

    The agenda was approved

  2. Introduction of members and guests

    People introduced themselves and announced whom they represented.

  3. No new members were introduced. It is noted that Myra Price will become the alternate for EPA.

  4. Approval of minutes of July 2001 meeting

    The Subcommittee approved the July 2001 minutes with minor edits.

  5. Homeland Security

    -Frank Richards, NWS, discussed some of the consequences and impacts of DOI shutdown of external communications during the fall of 2001 due to a Judge's ruling on water data exchange between federal partners. Frank presented a proposal to develop a plan to build a more secure federal data exchange network.

    -The group agreed on the importance of maintaining continuity of operations and interagency communications. Dam safety example was discussed. Also discussed that certain types of information are a concern in regard to release of information to the public i.e., high hazard facilities. Subcommittee members recommended further internal review of the proposal.

  6. Hydrologic Design Studies Center (HDSC)

    -Geoff Bonnin reviewed the role of the HDSC and funding. Discussed the HDSC and funding. Discussed the ongoing updates for various regions of the country. Noted that funds come from other agencies and not the NWS budget directly.

  7. Report of the Modeling Conference Work Group

    The Hydrologic Modeling conference is scheduled for July 28-August 1, 2002. There are short courses and tours as well. About 170 abstracts have been submitted, with room for 200 abstracts total.

  8. USBR/USGS Proposal

    --Ken Bullard presented a proposal for discussion to the SOH entitled "Improvements to Flood Frequency Analysis Techniques" (Swain and Jarrett).

  9. Inundation Mapping

    -J. Michael Norris, USGS, discussed an approach for real-time flood inundation mapping developed by the USGS Washington State District Office. The approach uses LIDAR data to generate a topographic coverage for the model and subsequent mapping, a finite difference 2-D unsteady flow model (TRIM2D) to generate a flood forecast hydrograph at any point along the river, and an internet map service to post the inundation map products to the web. The USGS has met with the NWS to discuss this technique and others that could be used to serve real-time and forecasted flood inundation maps on the Internet to emergency management agencies and the public. USGS and NWS would like to hold future meetings with other agencies to discuss their own needs, capabilities, and experiences with real-time and forecast flood inundation mapping.

  10. International Standards Organization

    -Tom Yorke provided an overview and update on the ISO. The USGS supports this activity and Tom requested contact information from members of SOH who may be interested in reviewing standards. Tom can be contacted at TJYORKE@mindspring.com or THYORKE@usgs.gov

  11. Announcements

    -FEMA: Future Conditions Final Rule was published and can be found at http://www.fema.gov/mit/tsd/frm_fchy.htm

    -ARS: Mark Weltz will become the permanent member.

    -FERC: Updated PMF Guidelines posted in September 2001

    -USACE: Mr. Parker is the new Assistant Secretary

    -ASFPM: The workgroup will route the "ungaged paper" to the SOH for 30-day review and then request it be posted to the SOH website.

    -BLM: Kathleen Clark is the new Director. BLM and Forest Service held a joint hydrology workshop in Phoenix.

    -NHWC: Leading a group on economic benefits associated with hydrology forecasting that will emphasize partnerships with agencies.

    -NRCS: Agency is preparing an awareness training CD ROM on rehab of aging dams.

    -BoR: DOI is offline to the public

    -EPA: Model update is available from EPA BASINS version 3.0

    -NOAA: Agency getting ready for the return of El Nino. ACWI Annual Meeting meeting is on April 3 and 4 in Reston VA. Glenn Austin will present for the subcommittee.

  12. Summary of meeting and action items was completed

The summer meeting is proposed to coincide with the Hydrologic Modeling Conference in July in Las Vegas. Exact time TBD.
