MINUTES

July 29, 2002

The meeting was held at the Rivera Hotel, Las Vegas, NV in conjunction with the 2nd Federal Interagency Hydrologic Modeling Conference

  1. Review of the Agenda

    The agenda was approved

  2. Review/approve April 2002 SOH meeting minutes

    The minutes were approved with one comment that corrections had already been sent to Mike.

  3. Announcements/business reports from attendees.

    NRCS - The new Director of the NRCS Conservation Engineering Division is Ronald Marlow, and the new Chief of the Agency is Mr. Bruce Knight.

    USBR - There is a USBR - USGS Watershed and River Systems Management Program, a joint effort to develop and implement modeling tools by the two agencies in the western US. Basins which are the focus of the effort include the Truckee, Rio Grande, Upper Columbia and Yakima.

    NSF - A consortium of approximately 60 Universities has been established for serving the science needs in hydrology of the agencies represented. There is a new Congressionally mandated panel of scientists to review water resources research, of which the USGS has been tasked with the lead.

    USACE - David Wingerd was introduced as the new representative for the Corp on the Subcommittee. This comes amid a significant reorganization and retirements that have recently occurred in Corps headquarters. The FTEs in HQ H&H office, (Watershed Team under the Water Resources Branch of Engineering Division) was increased from four to five. Currently the office is down to two active H&H persons, one new appointment that will report at the end of the month and two positions advertised. HEC (Hydrologic Engineering Center) is up to 35 full time employees, which is full strength.

    NWS - The Hydrologic Services Division at headquarters is up to full strength for the first time in over 6 years. There is a renewed effort to update TP40. Geoff Bonnin will be making contact with other federal agencies for support of the PMP study updates.

    There were none.

  5. Acceptance of nomination of new Vice-Chair.

    Don Frevert was elected by acclamation.

  6. Recognition of 2nd Federal Interagency Hydrologic Modeling Conference organizing task group.

    Glenn Austin recognized the effort of the large amount of work accomplished by the task group. Based on how things had gone so far and the strength of the agenda, Glenn and the other members of the subcommittee thanked the representatives of the group who were present, and asked them to pass that thanks along to the other members.

    Appreciation was also acknowledged to NSF for providing financial support to allow 16 additional participants (mostly students) to attend.

    Additional thanks also go to the NWS, EPA and Corps of Engineers for providing funding to support the registration and proceedings efforts.

  7. Schedule / location of the next SOH meeting.

    The last meeting of the chairmanship of Glenn Austin will be held at the NWS office in Silver Spring, MD, 17 October 2002, 10:30 to 12:30 in room 14316.

  8. Adjourn.

    The meeting was adjourned at 8:00 am so that several of the attendees could make the speakers breakfast for the first day of the conference.
