Morning Session Council Work Plan Updates

Goal 1 - Goal-Oriented Monitoring - Bob Ward

Purpose: Process of design or focus of effort? Possible new name for Goal and Work Group: "Water Information Strategies" - how do we connect all the parts of monitoring together to produce information?

3 possible focus/papers:

  1. Monitoring to Support 21st Century W-Q Management Document trends and specify recommendations
  2. Appraisal of institutions and practices supporting monitoring" several series being produced in Europe (UNESCO). Material is out there, so why isn't it being used? No one agency, part of all - tends to be fractured.
  3. Barriers: Gaining Access - put synthesis of guidance documents on to the internet - walk users thru info they need to deal with; cross-link with Methods Board for Methods; cross-link with Data Management group for that; various purposes, switch to Vol Mntg home page.

Membership issues: No one from USGS on the group! No one from a National environmental group, who may be producing info for public consumtion.

Outreach Planning: Need to be responding back to guidance we received at 1st Monitoring Conference this summer - get summary out to Conf attendees.

Internet Site; Newsletter; UCWR (Klein presentation); NIWR March DC (Council presentation); New Journal: "Water Resources Impact" - 1st May issue, edited by Bob Ward, focus on concepts of W-Q Monitoring; soliciting other Council articles - also summary of Work Plan??? (Toni J: Methods Board FS?)

Scheduling for these three reports: 6 wks 2nd draft by next meeting of Council - circulate outline 1st! (1st and 3rd papers).

Internet items- evolving list, send ideas to Charlie for consideration.

**2nd meeting this evening on Task 3 - Internet Design System**

**This (and each) Work Plan Goal needs an outreach plan, to be nested within an overall outreach plan for Council.

**Council Meetings: 1st day work groups; next 1-1/2 days Council meeting.**

Papers via email and conference call.

Sam Stribling will create new draft of Goal 1 work plan and get to Toni.

Goal 4 - Bill Backous for Lynn Singleton
Dec 6 Memo Carol Browner: 2 proj teams, 1 on Data Stds Mgt, 2nd on Data Parameters for Facilities - latter may need to be linked to Methods Board -- ** suggesting new joint working group combined of both Goal 4 and Methods Board, lead by Chuck Job, EPA (who funds the two project teams). Lynn, significant work with these 2 teams over last 2 months; however, work group itself hasn't- worked, but will be linkage soon - work more closely to make that happen, and then further link to Methods Board work, to be sure all well-coordinated. Ideas, issues, suggestions for members, provide to Bill/Lynn via email or telephone. Copies on charters for 2 task groups, and memo from Browner - reorganization of Office of Information at EPA.

**Concern about EPA level at ACWI (not at Wayland/Perciespe level) - Wendy and other EPA/OW water staff moving over to that new Information Organization at EPA**

**Tacoma NAWQA Synthesis Team, data mgt person, add from USGS to Goal 4 Work Group and/or Goal 1 Work Group**

Survey upload of all data for water year 98 into system (?STORET or NWIS or??)

Lynn is co-chair of fac team and state observer on data team.

Goal 5 - Linda Green - update in TJ's latest version from Work Plan (see WkPl J99 Goal 5) Handout: Draft of a Council brochure/FS.

These are things we can do with our CURRENT capabilities and resources (at least initiate them)

Need additional names/members for GW focus group

Progress to date - notes below - GW Goals:

1st FS on Geologic Framework - published by USGS and/or FL Geologic Survey, etc. Now has FL perspective but should also have National perspective, input from other states.
