Council Resolution to ACWI

RESOLUTION RECOMMENDING THAT THE ADVISORY COMMITTEE ON WATER INFORMATION ACCEPT THE REQUEST THAT IT DESIGN A NATIONAL WATER QUALITY MONITORING NETWORK

This resolution was passed by a majority vote of ACWI member organizations on February 1, 2005.

WHEREAS, The Council on Environmental Quality (CEQ) and the National Science and Technology Council (NSTC) have requested that the Advisory Committee on Water Information (ACWI), through the National Water Quality Monitoring Council (Council), provide advice, counsel, and recommendations that address the U.S. Commission on Ocean Policy recommendation regarding the creation of a coordinated, comprehensive national water quality monitoring network (Network); and,

WHEREAS, many other groups and institutions have expressed concerns over the state and effectiveness of water quality monitoring; and,

WHEREAS, the National Water Quality Monitoring Council has been working to implement the The Strategy for Improving Water-Quality Monitoring in the United States and has recommended several important elements in this effort; and,

WHEREAS, the Council agrees that the five tasks defined in the CEQ/NSTC request, and the concept of illustrative case studies, can be the basis of a logical approach; and,

WHEREAS, the Council has appointed a steering committee and can assemble work groups to undertake this substantial effort:

NOW THEREFORE BE IT RESOLVED THAT the Council recommends that the Advisory Committee on Water Information accept the CEQ/NSTC request on the schedule specified, subject to the following:

  1. The network design will be for a national monitoring network that will cover both coastal and upland waters and the information essential to their management,

  2. The network design will emphasize the chemical, physical and biological aspects of water quality and water quantity as important to the understanding, management and sustainable use of coastal and ocean resources, and

  3. Adequate time and resources are committed by signatory agencies through the Council on Environmental Quality and the National Science and Technology Council.
