Streamgaging Task Force

MINUTES

APRIL 1, 2002

The Streamgaging Task Force met at the USGS headquarters in Reston, VA, on Monday, April 1, 2002. Those attending the meeting were:

The purpose of the meeting was to review and approve the Report of the Streamgaging Task Force to the Advisory Committee on Water Information (ACWI) and to review and comment on the PowerPoint presentation that was prepared by the CoChairs for the ACWI meeting on April 3.

Several recommendations were discussed and revised during the meeting. Recommendation 2 was rewritten to emphasize the importance of the COOP program and the consideration of local, state, and national goals. The recommendation that the USGS use 50 percent of its' COOP funds for water data networks was deleted from recommendation 5. Recommendation 7 was rewritten to emphasize the need for each USGS District to develop a streamgaging strategy in collaboration with its' cooperators.

The comments from the Association of State Floodplain Managers concerning streamgaging data for participating communities in National Flood Insurance Program were discussed. The Task Force did not agree with the ASFPM position that all stations providing flood data for NFIP communities should be included in the USGS funded and operated network. Accordingly, the Task Force did not change recommendation 3, but we did add a paragraph to the report that states the ASFPM position.

A table was added to the report to summarize the network requirements associated with the 14 goals proposed by the Task Force. All the numbers in the report and presentation were reviewed and corrected as appropriate for consistency.
